The present Ombudsman's Manual is drafted by mr. Vassilis Sotiropoulos who was the Ombudsman of the Citizen and the Enterprise in the Municipality of Athens during the Municipal period 2011-2014. It is a very useful point of reference for the individual practical elements of the institution's operation in a municipality.
"The Handbook has taken into account a number of common principles and includes official texts, models and administrative practices developed by the Deputys already serving, after the year 2011 when the institution was implemented in some municipalities. The manual is, of course, neither exhaustive nor binding, as it aims to record good practices in order to hoard the relevant administrative experience. It records to a greater extent the procedures and practices applied in Athens, but from the outset the aim is to show that, with minimal means, a flexible and transparent mediation mechanism can be organised in each municipality. References to the work of my colleagues are limited to the sources posted on the internet, while the manual does not cover the equivalent institution of the Regional Ombudsman of the Citizen and the Enterprise.
